+0.5 base wealth per Tier 3 item per node, added before Cargo Worth.

How it works
Each node adds +0.5 base wealth to every Tier 3 caravan item. Tier 3 covers base wealth 4 to 8, which includes Bird Nest, Cobalt, Wine Barrel, Chest, Pouch, Redwood Planks, Iron Ingots and Cooked Lobster.
Rules
The flat is added before Cargo Worth and unspent points. Special cargo above Tier 3 never gets it. It raises Azurite and Trade XP because both follow wealth. It does not change the 38 rare rolls per tick.
